New Framework Planning and NDIS Supports Consultation
Overview
The Department of Health, Disability and Ageing (the department) wants your feedback on new framework planning and NDIS supports.
In the 2026-27 Budget the Australian Government announced changes to protect the National Disability Insurance Scheme (NDIS) for people with permanent and significant disability now and into the future. On 14 May 2026 the NDIS Amendment (Securing the NDIS for Future Generations) Bill was introduced to Parliament.
The Government is committed to consulting with the community on a range of measures, including new framework planning and NDIS supports.
What this consultation is about
This public consultation focuses on four new NDIS rules for new framework planning. These rules are about:
- how a participant’s disability support needs will be assessed
- how reasonable and necessary budgets will be developed
- how a participant can use their plan
- how a new framework plan can be changed
This consultation also seeks feedback on updates to the NDIS Supports Transitional Rule.

Next steps
The exposure drafts of all eight new framework planning rules will be available for information and further consultation later this year. Exposure drafts are draft versions of the new NDIS rules. They will show the proposed wording before the rules are finalised and demonstrate how feedback has informed these rules.
