I think it weeds out those services not performing to the best of their ability and possibly frittering away government funding. However I also think it strengthens a service' governance practices etc

I think it important to maintain on site assessments by the Quality Agency and regular financial reporting and checking. The amount of paperwork involved in the current system is still too onerous for a service provider.

No, I don't think it will as organizations will still have to be assessed and rated by whomever and in whatever form to ensure that consumers receive the best service possible from their chosen provider.

As has been stated in the Framework consultation paper, there is no one size fits all to the questions in either paper. Every service provider is different and has a different consumer base, staffing issues, geographical and financial issues. All that can be hoped for is that at the end of the process the government comes up with something acceptable to most providers and which is in the best interest of the consumer.
However it is done, each service provider needs to be assessed or graded so the consumer is comfortable in knowing that whomever they choose to deliver a service to them is fully qualified and will deliver the best possible.
