Questions about how service provider performance is assessed against the aged care draft standards

10. What are the features of the existing assessment and monitoring process that should be retained?

Existing features you want retained
I think it weeds out those services not performing to the best of their ability and possibly frittering away government funding. However I also think it strengthens a service' governance practices etc

11. What are the features of the existing assessment and monitoring process that need to be changed?

Existing features that need to be changed
I think it important to maintain on site assessments by the Quality Agency and regular financial reporting and checking. The amount of paperwork involved in the current system is still too onerous for a service provider.

Radio button: Unticked Other
Reasons for preferred option
Definitely all features common to all Options should be retained.
Consumers could be sent a survey periodically, ie annually, by the provider with the results reported as part of the annual report.
The most important information for the consumer is that the provider has a "good track record" and is fully qualified to perform the tasks required by the consumer.
Evidence that the consumer is happy and content with the standard of service being given by the provider

14. Will your preferred option/s maintain appropriate safeguards for consumers? Please explain your answer.

Text box appropriate safeguards for consumers
Any option should deliver appropriate and maintain appropriate safeguards for consumers otherwise there is no point in having assessments at all.

15. Will your preferred option/s decrease the regulatory burden on aged care organisations? Please explain your answer.

Regulatory burden textbox
No, I don't think it will as organizations will still have to be assessed and rated by whomever and in whatever form to ensure that consumers receive the best service possible from their chosen provider.

Other Comments

16. Do you have any other comments or specific suggestions about the matters discussed in the Options Paper?

Text box - other comments
As has been stated in the Framework consultation paper, there is no one size fits all to the questions in either paper. Every service provider is different and has a different consumer base, staffing issues, geographical and financial issues. All that can be hoped for is that at the end of the process the government comes up with something acceptable to most providers and which is in the best interest of the consumer.
However it is done, each service provider needs to be assessed or graded so the consumer is comfortable in knowing that whomever they choose to deliver a service to them is fully qualified and will deliver the best possible.
