Consultation on the Medical Services Advisory Committee (MSAC) Revised Draft Guidelines
Overview
The Medical Services Advisory Committee (MSAC) is an independent scientific committee, established by the Minister for Health in 1998. The committee comprises individuals with expertise in clinical medicine, health economics and consumer matters.
MSAC evaluates medical services, health technologies and health programs proposed for public funding, in order to advise the Minister for Health on whether a medical service, health technology or program should be publicly funded, and the circumstances under which it should be funded.
Supported by the PICO Advisory Sub-Committee (PASC) and Evaluation Sub-Committee (ESC), MSAC assesses applications on their comparative safety, clinical effectiveness and cost effectiveness, and total cost, using best available evidence
The MSAC Guidelines (Therapeutic Guidelines and Investigative Guidelines) for preparing Assessment Reports for MSAC (and their associated Assessment Report templates), provide practical information on how to present evidence to MSAC and its sub-committees.
These Guidelines are also used by other stakeholders (including health technology assessment groups, the medical profession, industry, clinical and patient groups, and the general community), as a source of information.
The Guidelines promote processes that work to ensure Australians have access to safe, clinically effective and cost-effective medical services, health technologies and health programs.
A review of the MSAC Guidelines (the Review) has commenced, to ensure assessment processes are aligned with best practice in health technology assessment of therapeutic and investigative medical technologies and services.
The Review is looking at current versions of the Therapeutic Guidelines (Version 2.0; March 2016) and Investigative Guidelines (Version 3.0; July 2017), and addressing technical method issues in these Guidelines (that have been raised by MSAC and its stakeholders since the last substantial revision).
An updated version of the Guidelines will provide guidance for newer technologies, including genetic testing for heritable diseases and other screening tests.
An external contractor, Adelaide Health Technology Assessment (AHTA), has been tasked to review and develop the updated (draft) Guidelines, for consultation.
A Guidelines Review Steering Committee has been established, in order to provide strategic oversight.
In addition, a Technical Reference Group has been established, to provide technical oversight and advice to both the Steering Committee and external contractor (AHTA) during development and finalisation of the updated Guidelines.

The Department is interested in obtaining views and feedback from the general public and future users on the updated MSAC Guidelines. The Department recognises the importance of consulting for the long-term success of the revised Guidelines. Your input is essential to this process and you are encouraged to provide submissions via this portal or send an email to MSAC.Guidelines@health.gov.au
Submissions must be relevant to the proposed amendments. In addition, submissions may include information on:
- Suggested improvements.
- Whether or not you support the changes, including suggestions for alternatives.
- An assessment of how any of the changes might impact on you.
