Ongoing consultation: Private Health Insurance (PHI) Actuarial Study on the Medicare Levy Surcharge and PHI Rebate
Overview
Finity Consulting Pty Limited (Finity) are conducting the actuarial study into the effectiveness of the regulatory settings for the Medicare Levy Surcharge (MLS) and the PHI Rebate (Rebate) announced in the 2021-22 Budget.
The aim of reforms to the key incentives is to improve the affordability and value of PHI, participation in PHI, and the sustainability of the mixed model of private and public healthcare. Also, how these can be designed to support better value and outcomes for consumers.
The MLS and Rebate study is expected to conclude in late 2022. Finity will continue to engage with stakeholders. This page is an opportunity to provide feedback on documents provided, and consultation updates will be given in the Department’s weekly stakeholder email.
All feedback is welcome. For any comments or suggestions in relation to evaluation criteria and options for modelling, please email PHIconsultation@health.gov.au by 30 June 2022.
