The Review Process

The Australian Government is inviting all stakeholders and interested members of the public to comment on the Hearing Services Program Review Draft Report (the Report) prepared by the Review's Expert Panel.

The Review

This Review is the first major review of the Hearing Services Program as a whole since it was established in 1997.  Over the ensuing two decades, the hearing health sector has grown in scope and scale.  Developments in hearing technology and changes to retail service delivery mean that people accessing hearing health care services have more choice than ever in both service delivery options and hearing aid devices.  A greater focus on early detection and intervention, particularly amongst vulnerable client groups, as well as the ageing of Australia’s population, is expected to continue to increase the demand for hearing services. Despite these developments, the current arrangements for delivery of hearing services through the Hearing Services Program have remained largely unchanged since its establishment in 1997. 

The Terms of Reference for the Review are in Chapter 1 of the Draft Review Report. The Review has included consideration of, but was not limited to:

  • the needs and experiences of clients;
  • professional standards developed by the hearing sector;
  • interactions between the Hearing Services Program and other government programs;
  • the sensitivity of changes to the Hearing Services Program to established business models in the sector;
  • experiences from the COVID-19 pandemic on service provision; and
  • outcomes from any previous inquiries and consultation.

 Final Report

The Expert Panel anticipates submitting a Final Report to the Government in July 2021, through the Minister for Regional Health, Regional Communications and Local Government.

Consultation

This is phase two of consultation on the Review and consists of a public consultation on the Draft Report including consideration of short submissions from interested groups and individuals and meetings to be held in June 2021, both of which will inform the Final Report.

The Expert Panel would like to extend its gratitude to stakeholders and the broader community for their constructive and insightful contributions to the Review to date, and looks forward to your feedback on the Draft Report.

 Making a submission

Submissions must be submitted via the Consultation Hub by noon AEST on Thursday, 24 June 2021.

At the conclusion of the Review, all submissions will be published on the Consultation Hub.  If you do not want your submission to be published and/or referenced in the report, please select this option in the 'Privacy Consent' section.

You are asked to only include any new information and/or analysis in your submission which has not previously been provided to the Panel for consideration. Please provide evidence in support of your feedback.
