Developing a framework for the secondary use of My Health Record data

Closed 17 Nov 2017

Opened 5 Oct 2017

The Australian Government has engaged HealthConsult Pty Ltd to consult with the community and assist with the development of a Framework that will govern the secondary uses of My Health Record system data. Everyone is invited to participate in this consultation process.

Under the My Health Records Act 2012 (the Act), health information in a My Health Record may be collected, used and disclosed “for any purpose” with the consent of the healthcare recipient.  One of the functions of the System Operator is “to prepare and provide de-identified data for research and public health purposes.” Before these provisions of the Act can be implemented, a Framework for secondary use of My Health Record system data must be established.

Why We Are Consulting

By the end of 2018 all Australians will have a My Health Record created for them unless they choose not to have one. The use of My Health Record data for research, policy and planning purposes can improve the Australian health system by making it more efficient, effective and sustainable.

While legislation is in place to enable the secondary use of My Health Record data, a Framework is required that reflects community expectations about how this health information should, or could, be used.

Public consultations will occur from 5 October to 17 November 2017. The release of a Public Consultation Paper marks the start of this consultation process. This is your chance to have your say.

Your input is encouraged to ensure that the Framework reflects the views of the community. Register with HealthConsult Pty Ltd to be kept up to date about this consultation and to share your views. There will be a number of methods by which you will be able to become involved. The program of public consultations include:

  • a public consultation paper
  • a call for written submissions
  • an online survey
  • a national public webinar
  • a Consumers Health Forum led webinar
  • workshops and interviews conducted with stakeholders across each Australian state and territory.
