Introduction

Are you providing a submission as a representative of an organisation?

If yes, what is the name of your organisation?
Grain Producers Australia

Findings - Theme 1 - Technical Issues

Findings 3 to 7:

Response
Agree with findings 3-5

Finding 6 Any changes/additions regarding environmental
release should be science-based and not onerous
or prohibitive. Further, any new approaches should
ensure the GT Regulator remains the as
decision-maker, rather than the addition of other
regulatory agencies,

7. Agree providing any changes/additions include
consultation with relevant experts

Findings - Theme 2 - Regulatory Issues

Findings 8 - 15:

Response
8. We support the continuation of the
process-trigger providing that this approach does
not impose regulation that is disproportionate to
the level of risk. Australia must retain a
science-based gene technology regulatory system
that maintains a case-by-case approach

Findings 9-14 agree

Finding 15 Agree. Strong support for the GTR/OGTR to engage with
countries to ensure market access and international trade AND
also to engage in outreach and capacity building with those
nations developing gene technology regulatory schemes to
ensure science-based, consistent global frameworks.

Findings - Theme 3 - Governance Issues

Findings 16 - 28:

Response
16. Agree

17. Agree

18. Agree. The moratoria legislation has allowed
political decision making rather than science-based
decision making and in doing so, broken down a
world class regulatory scheme. It has also resulted
in a reduced access to scientific partners/tools,
diminishing Australia’s ability to access new
technologies.

19. Agree (as above)

20. Agree

21. Agree

22. Agree – providing consultation with relevant
stakeholders forms part of the process. This must
be a science-based approach.

23. Such an approach would require further
consultation, as the current Policy Principle on
designated areas has proven to be
problematic/non-science based

24. Agree. Greater communication required

25 - 28 Agree

Findings - Theme 4 - Social and Ethical Issues

Findings 29 to 33:

Response
29. Agree. Consideration should be given for the
OGTR to have a dedicated communication
resource rather than relying on an ‘external’ agency

30. Agree

31. Agree. Greater communication required

32. Once a ‘product’ has been approved for
release, communication about the release and the
product largely becomes the responsibility of the
commercialising entity and the relevant industry.
Further surveillance by the GTR should not be
required as the product has been deemed safe for
human health and the environment.

33. Agree. Support ongoing and enhanced
communication.
