Current arrangements

7. What works well under the current residential aged care allocation and places management model for consumers and/or providers?

Strengths of current arrangements for providers
The use of the aged care provision ratio and population projections together with the level of current service provision levels.

The ability for approved providers to transfer allocated places within an area if required or suspend places to allow for significant refurbishment.

8. Are there other issue/s with the current model for the allocation and management of places for residential aged care that have not been covered in this paper?

Other issues with current arrangements for providers
Corporate entities obtaining bed licenses in large number and then extending periods of time for commencement of service several times.

Corporate entities obtaining bed licenses with little to no intention of making the places operational and then, after extensions of time 'selling-off' licenses in a property development style move.

Meanwhile small providers who missed out on allocations are still unsuccessfully re-applying and waiting lists continue to grow.

The ability for places to be provided on identified need in an area is a sound move forward. Whilst the review of statistical data for areas can indicate need often other factors can impact on a peak need for an area e.g. State Government closing a mental health facility or ward with patients needing on-going long term care and wanting to remain in the area.

11. What are your views on the suggested improvements proposed under this model?

Views on model 1
Reducing the numbers of non operational places is an integral change that is needed. It will save providers 'banking' places for extended periods of time while consumers struggle to find beds in their preferred area.

I do not agree with allowing the transfer of residential aged care places between providers throughout the state.

Brilliant idea it would allow providers to make use of empty beds which are often made available to unfunded residents thus not optimising their turnover.
