12. How can this model ensure/encourage adequate supply of and equitable access to residential aged care and residential respite care (aside from increasing funding or revising the funding model), including:

in rural, regional and remote areas and other thin markets?
encourage philanthropy, and small not for profit groups to apply
for consumers from vulnerable cohorts (such as Special Needs Groups, consumers with dementia)?
Their extra needs should be budgeted in their assessments

Other models to consider
I believe it is up to the caregivers or advocates of care recipients to make the best choices for their charges. Poor standards are easily discernible to a trained eye, and would not be chosen

Simplify the process and the ongoing paperwork, multiple govt dept dealings, that would make everyones life easier
