While the focus of the Standards is rightly on the care recipient and the quality of the services they are accessing, often there is a carer of that person involved who contributes not only to the care delivered, but undertakes a vital role in facilitating the service outcomes, assists and supports in the decision making processes, and is routinely is the conduit for any complaints that are lodged. This crucial role is not considered nor highlighted in any significant way within the context of the Standards. This is an essential component to be included.

Having one set of Standards with specific sections either included or excluded dependant upon the service setting in which they are delivered, does give rise to the opportunity for interpretation of which standards apply and which don't. This needs to be very clear right from the outset or confusion will reign.

As an organisation where the consumers are carers (other than for the CHSP) the same set of standards will be applied to us to comply with. If carers are not identified with the scope of the standards, it will be difficult for us and the assessors to determine which sections apply and which don't.

The ability of the person receiving the care to access these without support from the carer. In home is one area, but any out of home services that are accessed does raise the issue of how does the person get to these services without carers and where is this scenario in the standards?
