General questions about the draft standards

10. Do the consumer outcomes in the draft standards reflect the matters that are most important to consumers?

Please select one item
Yes, always
Ticked Yes, mostly
Yes, sometimes
No
Don't know
Text box for suggestions about improving consumer outcomes
We are at a loss to understand how you can be involved in developing plans of care for residents (including those with assessed cognitive deficit) and not be focussed on your resident (consumer). This includes family members. We are a small facility, if we were not resident centric the word would soon be round our community and our reputation would be shot.

11. Are the organisation statements and requirements in the draft standards achievable for providers?

Please select one item
Yes, always

Yes, sometimes
Ticked No
Don't know
Suggestions - are organisational statements and requirements achievable
Going from 44 to 59 outcomes (including the sub sets within some draft standards is mind blowing. A few years ago it was suggested that we would be moving to 36 outcomes and there was a collective sigh of relief. Now this. Where are the resources for this increased compliance regime supposed to come from?

12. Are the draft standards measurable?

Ticked No
Don't know
Text box - suggestions are draft standards measurable
Really depends who is measuring. If you ask our residents they will tell you they live in a great place. Ask our first time visitors, who are often taken aback at what we achieve being relatively small in a relatively small town. How do you measure that with the proposed standards?

13. Are there any gaps in the draft standards? If so, what are they?

Please select one item
Yes
Ticked No
Text Box for gaps in draft standards
Would not say there are gaps, more overreach. More work, but for what gain and for who's gain?

14. Is the wording and the intent of the draft standards clear?

Please select one item
Yes, always
Yes, mostly
Yes, sometimes
Ticked No
Don't know
Text box for suggestions about how wording and intent could be improved
Would describe them as deliciously vague. Creates the environment where any Assessor can interpret in many ways. Plain English would have assisted here

15. Are any draft standards or requirements NOT relevant to the following services? If so, please provide details below.

Text box reason why stanard is not relevant
The whole structure is going to be hugely onerous in Residential Care. Four standards now become eight, forty four outcomes now become 59 and no way to reduce that number by way of other validated External Audits other than subscribing to ISO or some other accreditation system. Just more and more work with ever diminishing resources

Specific suggestions about each draft standard

16. Do you have any specific suggestions in relation to draft Standard 1: Consumer dignity, autonomy and choice? If so, what are they?

Text box Standard 1 Consumer dignity, autonomy and choice
The standard uses 144 words to identify what is written below in 30 words e,g, Care is determined in a manner that is continually inclusive of the resident (or their representative), assesses and manages risk, and is focussed on the resident's individual identity and choice.

17. Do you have any specific suggestions in relation to draft Standard 2: Ongoing assessment and planning with consumers? If so, what are they?

Text box suggestions in relation to draft Standard 2: Ongoing assessment and planning with consumers
Using a similar response to that with standard 1 - Standard 2 can be encapsulated thus: Care is provided in a timely manner and subject to continuing review and evaluation, being based on resident preference and clinical evidence; written in plain English and accessible to the resident/representative when requested.

18. Do you have any specific suggestions in relation to draft Standard 3: Delivering personal care and/or clinical care? If so, what are they?

Text box suggestions in relation to draft Standard 3: Delivering personal care and/or clinical care
Care is delivered in a manner that is resident centric, clinically appropriate and responsive to changing clinical condition, and engages relevant health professionals as appropriate. It reflects best practice; minimises the risk of infection and promotes the concept of antimicrobial stewardship.

19. Do you have any specific suggestions in relation to draft Standard 4: Delivering lifestyle services and supports? If so, what are they?

Text box suggestions in relation to draft Standard 4: Delivering lifestyle services and supports
Lifestyle services are focussed on wellbeing and quality of life in a manner that underpins a focus on the individual, supporting community contact; social interaction; and activities of interest

20. Do you have any specific suggestions in relation to draft Standard 5: Service environment? If so, what are they?

Text box - specific suggestions in relation to draft Standard 5: Service environment
The living environment provides adequate space and comfort; which is clean, well maintained; supports ease of access and movement; and is suitably equipped and furnished

21. Do you have any specific suggestions in relation to draft Standard 6: Feedback and complaints? If so, what are they?

Text box suggestions in relation to draft Standard 6: Feedback and complaints
Feedback systems are advertised, timely, accessible to and in formats readily understood by residents. They support open disclosure, facilitate access to advocacy services and are used to advance learning and improvement across the organisation.

22. Do you have any specific suggestions in relation to draft Standard 7: Human resources? If so, what are they?

Text box suggestions in relation to draft Standard 7: Human resources
Facilities are staffed in a manner that: supports continuity of assessed resident need; by persons with appropriate qualifications; with provision for continuing education relevant to resident care and safety; ensures staff health and safety; and is subject to continuing review through continuing performance assessment processes applicable to staff and service provision.

23. Do you have any specific suggestions in relation to draft Standard 8: Organisational governance? If so, what are they?

Text box - suggestions in relation to draft Standard 8: Organisational governance
This should really be split into a Standard 8 and a Standard 9. In this instance no suggestion to alter wording, but the fact that responsibilities of the governing body are effectively 'buried' at the bottom of this standard is sending the wrong message. So Standard 8 - Organisation responsibilities for quality care and services (this is about management responsibility) Standard 9 - Governance - responsibilities of the governing body (howsoever called)

Other Comments

24. Do you have any other comments or suggestions about the draft standards?

Text box - any other comments or suggestions
If we have to have an increase in the overall number, then keep the wording tighter. We trust our suggestions will be considered - we have taken our responsibilities seriously and really thought about how the concept being promoted could be improved. It is notable that there are quite a few terms included that are already in place within the structure of other 'accreditation' standards. Some of these are going to represent a considerable challenge to some Aged Care facilities. The question also arises how organisations facing this new framework in the latter half of 2018 will cope given the major changes encapsulated in the Single Framework documents
