I think the measurement of the draft standards should be a monthly or quarterly process through provider reporting to a specific Quality Case Manager for a number of Aged Care providers within a region. With the current abilities of IT functions early warning signs with compliance may be drawn from an analysis of regular data provided by the the Approved Providers. This would involve the development electronic questionnaires that are specifically designed to extract specific Data. Spot visits by the Case Manager would use the analysis of the submitted data to follow up areas of suspected non-compliance.

Whilst Aged Care is reliant on staff with a limited education as a PCW and are using Aged Care as a means of squiring finance to support other pursuits and, may also be working at several other Aged Care Services. The result is usually an issue with respect and a loss of respect for cultural sensitivity. A solution to accompany this standard, and indeed all the standards is to move the PCW's onto an educational program that leads to registration and accountability for their behaviours as care givers.

It becomes clear that there is a need to review the way the standards are measured. The standards themselves are clear and provide a simplified structure for Aged Care Providers to work within. Presumption and guesswork has been removed and as a result a clearer set of standards have resulted. However, there is required a great deal of effort to meet the compliance required with very little ongoing support from the Accreditation Agency apart from spot visits over the three year period. Therefore I am suggesting that Aged Care Providers should be allocated to regions with an Auditor Case Manager that receives feedback for analysis on a monthly or Quarterly basis. Where analysis shows suspect issues then resources can be more adequately issued to assist a Provider to meet their compliance
